A Licensed Clinical Professional Counselor is an American credential used in states including Illinois, Maryland, Maine and Idaho, sitting within the same broad family of master's-level counselling licences as the LPC and LMHC used in other parts of the United States.
Equivalent scope, different name
The credential is equivalent in scope to those related titles: independent diagnosis and treatment of mental health conditions, requiring a master's degree in counselling, supervised postgraduate clinical hours, and a licensing examination before independent practice is permitted. The differences between all of these related titles remain matters of state naming rather than of meaningful differences in qualification.
Licences do not travel between states, or across the Atlantic
It is worth knowing that these licences generally do not transfer between American states, so it is genuinely worth checking exactly where a practitioner is licensed if that matters to you. The credential is American throughout and does not apply to practice in the UK, where the equivalent professionals are counsellors and psychotherapists registered with BACP or UKCP.
